The Tennessee Legislative Report Card gave him a 2 star with
a “D” rating. One of the reasons was that 35% of his donations came from
Special-Interest PACs.

Senator Jack Johnson and special interest-elected co-sponsor, Representative Lee Reeves, ran Anti-Caucus Bill (HB 855/ SB 0799).  It passed in Tennessee during the 2025 legislative session.

Anti-Caucus bill functions to protect establishment incumbents from their own grassroots base, maintaining the vulnerabilities of Tennessee’s open primary system.

This directly strips local County Republican Parties of their autonomy to secure their own nomination processes. By legally mandating primary elections for major statewide and legislative offices, the state government has effectively outlawed the use of local caucuses or conventions for these seats.

Local caucuses were the ultimate firewall for the grassroots; they allowed localized, strictly vetted party members to select nominees, completely bypassing the vulnerabilities of the broader, unmonitored general electorate.
